hmmm.... say it's 9 ships from 3 different people... how does this sound
Owner of the gate always can move his/her 3 ships through...any other ships if there is a conflict would roll a disengagement roll with the highest roll getting to move through the gate.
Ie if it's your gate Scott.. you 3 ships go through automatically... and me and Dfly's fleets would have to roll a disengage to see who snuck through first.

It does sound best to give the owner rights, but unsure best advice. First inclinkling is it sounds good.
Gates are tough cause there are MANY things/interactions to think about. That is why I rejected them in B51 but applaud the effort and ideals I have seen from you Shalafi.
Continue the work and so will I/we !!
Reconsider the EP movement: If I use a gate to exit to the other map side and both gates are closed ,... your telling me I can move EP to my production points??
Better to say if a gate connecting the points closes any time during the turn EP is lost. KISS and is logical. Ears point up on Spock,..
To move EP with gates closed defies most folks brains, specially if it then has to traverse their space,..

I think Shal meant that it does not matter for EP. IT would be like now, and if they are open or closed, EP still gets to where it is going, unless he is introducing merchant ships, merchant rules, etc, which were not discussed here.

it's the "behind the scenes" EP movement so it wouldn't be affected "waves hand of technobabble" My interpt of this is that EP moves no matter what the status of the gates is, distance traveled and through whose space. He will have to splain more, I can live with that call but like the one I suggested better. If someone is moving EP from a distant land through a gate then the gate must stay open else EP is lost. There must be rules that encourage gates open else they will always be closed. Yes I know he has the story line bonus of exploring Hyperspace, but that is not enough in my view.
