The olive branch is offered to end this war.
We understand we have just devastated your nation with a multinational attack, but it is not our desire to hunt down your remaining units and exterminate the Amphibians from the Galaxy.
We offer the following to the ISC to normalize relations:
- Safe haven for your vessels.
- A new capital, we will offer the EA planet of Coriana to ISC, moving them away from the core as they desire.
- Funding from the EA to rebuild a new BATS
- The Romulans have offered the Admiral Bounty the earned, of 50 EP (forget the amount) to the ISC to help rebuild.
- We are very sure that should you accept,.. we could get other nations to donate for a new base (Mimbari, Fed and others). We would use diplomatic strength to get other nations to help. As a group we could have a new base up in no time.
All that we ask is that you stop your wars of aggression on the Fed, and our nation. Stop your ambitions to take other nations territory. Join us in the monster war about to come against a common enemy.
This is not that much to ask for.
When offered this to you before, your response of a 5 turn agreement of peace is not sufficient. We will not rebuild your nation to have you attack us again 5 turns later.
Make this a permanent peace and your nation will rebuild with everyones help.
Soon we will all have enough other units to fight.

It should be noted that we took little pleasure in pulling the rug out from under the ISC.
We have repeatedly warned all nations that with a major galactic struggle coming before us,.. this is not the time to have nations running around attacking each other for EP gain, or the glory of battles.
We have repeatedly stated that nations that do so,.. do so at their own peril. The EA and others will become involved in wars between nations that drain resources from us all.
Soon enough all of us will have plenty of battles without having to attack each other.

The ISC had those conditions on the table before, and the answer was no, due to lack of commitment on the EA end.
New capital, we get one automatically, so not much help.
You offer us Coriana, which you knew you would lose anyway, so no change there.
Safe haven for ISC vessels was offered and accepted prior to today, so no help there.
Funding for a new base, already been offered, and accepted, just it is not the EA.
Replacement funding for the loss of the DFrog, no funding can replace him, only the Vanguard, who shall be promoted, can replace the DFrog.
As per plenty of battles to come, That, is a guarantee, and not just the EA know that.
as HOWIE says: Deal or no deal, well, the ISC choose NO DEAL.

In defense of Ho Chi who made that deal,....
You showed up at Coriana stating you were taking our planet,... We had no ships to defend,... he cut a deal that screwed you.
Do you blame him?
Ho Chi did what he could to preserve EA assets as best he could in the face of a nation that sought to dominate us, take our planets, and subjegate our nation, as they did to the Federation nation.
When a gun is held to your head,.. sometimes you must take the least traveled path.
Ho Chi's word is good to those who treat him with respect and honor. To those who do not,.. I don't really think he cares what you think.
Although in the end,.. he needs to post about this,.. these are speculative views on my part only.

The ISC leader shows up at our doorstep with a pistol, when you open the door,.. he says I am here to rob you.
Ho Chi replies,.. How about I deposit into your account the money you would have robbed me of, and we save each other a lot of hassel
Incredulously you agree,.. and then when the money does not show up you cry foul,...
This is what happened,.... and I ask you,... you actually fell for that?
Now is Ho Chi really the bad guy here,.. is he the one who does not warrent trust?

OK put it this way.
Vanguard shows up, threatens to take the planet. Your side offers to not take OUR asteroids you are sitting on, and offer 10 EP IF we dont take your planet. Vanguard wants to take the planet anyway, but I, being leader, say no, accept the offer, and leave the planet alone. WE accept, EA accepts, and then we leave the planet.
Then you dont pay, you attack in force, with other fleets, and all over 10 EP. Besides it was only a small portion of what you say we were "robbing" you of. WE accepted 10 EP, in order to save you 3 turns to come back to take it again, so only 1/3 of the ransom(so to speak), and still you think we are the bad guys for accepting a lower offer, and leaving you alone, when you intentionally screwed the ISC.
It is all a matter of how you wish to look at it.
The fact that you left that planet UNDEFENDED is not a defence in your part, but a terrible miscalculation.
I do thank you though Scott, for at least trying to iron this out, even after your team screwed us, and then took our base, and next our homeworld. The admiral ship being killed was not in your plans, and I understand that. It is unfortunate that you could not offer anything that the ISC could use, or trust.

We both respect the ISC leaders and will meet the challenges they present to us in the turns coming.
You're both a noble and feared set of opponents.

In the end death comes to us all. Those who are so eager to deal it out. truly"go wear angels fear to tread". The Romulan empire has stated why we are at a state of war with your nation.
It is sad to hear that vengeance is what guides your actions. But if that is the case then so be it. Think on this young fly wanna be. "those who would sup with the devil , enjoy it while it lasts, for in the end he will feast on your soul"
We have offered your nation a honorable way to end this conflict.
But we are also prepared to execute, without remorse if need be.
So If vengeance, is the path your nation wishes to follow. Do not think for a moment, that the Romulan empire will flinch from your total destruction.
