Ho Chi, "Elements sympathetic to the ISC peoples and their deceased leader Dfly. There are even elements of the Romulans that wish to focus the ISC upon us. There are EA personell not trusting of the Romulans and hope to paint their ambush of the ISC leader in the worst possible light. Lyran and Narn also suspected. It has turned up pretty much all over the station, and at several outworlds. It seems to have started at the ISC homeworld and spreads like a poison in our system."
