Resolved it is then. For future reference i would like to know then if it is posible to scrap a base / bats. and use the funds to build a base/bats. in a different sector. With the Empire closing in on us all that may come into play in this campaign. Also does there need to be a planet for a capitol? Or would any EVP producing site work?

The rules state that bases can only be scrapped for an upgrade of the base at the same location.
The rules state that the HW is either the original HW or a HW in exile, both being planetary systems.

We had scheduled to scrap the B5,.. until this was found. Now that would have been some MONEY !!!
Lucky for you all,.. we are now prohibited from doing so.

I actually welcome them Dfly,.. can you imagine if we ran the entire campaign without seeing her main battery fire! (shooting at the Lyran capital does not count). What a waste that would be. I would rather see her hit, fought well, take out many, and go up in a blaze O Glory,... than sit there never firing,.. I really want to "see" the Babylon 5,.. volley,.. My fear is,... that my hopes rest with the Empire,... Sherdian, on Bridge of B5: "No" ,... Delay Ho Chi's latest question regarding the Data Crystal! Stall him ! ""Come on Empire,.. bring it on! In future I would think you should be allowed to scrap bases just like ships. I don't see a reason why you shouldn't be allowed to do that.

I agree with you there. Why is the scrapping rule there at all? Never made sence to me either. But then i don't agree that blockcading a base would stop a nations ablity to spend it's income. or receive income. we are talking about galatic nations not island nations! I know Scott, i made my arguments before but i will never concede that point of view!

IMHO,
1. Constructing/scrapping a base is a huge undertaking... as far as I am concerned, to build/scrap a base should take much longer than one or two turns...crazy to think a base would take less time than a ship to build...
2. There must be some incentive to break the blockade.

Blockcades are an archaic notion. Just as fixed defences proved to be once modren weapons were devloped. Seiges simply are no longer performed as a part of war. Even hitler could not bring russia to it's knees with a seige. indeed the entire operation backfired and most likely cost him the eastern front. Deploying asssets to a blockcade is counter productive. they are better spent destroying other fleets and or taking sites. thus depriving you oppent evp at it's source and increasing you own worth.

Offence, since the art of war is now scientific, is and has been, stronger than defence. Thus, taking is almost always easier than defending, in today's world. It was not always so, and who knows, by the time we get to those eras in our games, it may be defence is better than offence. only time will tell.
