unfortunately no. The Ref still has to look at each set of orders, decifer what they are doing, and verify it is within the rules for ship combos and ship builds with your suggestion. What they want here is a way of making sure players cant either error on it, or intentionally mess it up, so that the ref can check it very easily without having to study each grouping or each build.
Currently we can build what we want, within the race's list. The ref can skip over that part, and just concentrate on making sure the costs are covered properly.
What we want is to "control" what is built, yet not make the ref have to worry about it. I still dont see a way around that, like you.
they want it to stay as simple as possible. I have suggested verbally other methods I have seen in other styles of campaigns, and they work. Trouble is, they are also quite rules filled, and need constant attention by whatever system is in to check it. Here we use a single(sometimes 2) human ref, not a computer controlled system that can be set prior to the campaign. The ref has to be able to enjoy doing it, and not have to spend 12 hours per impulse just decifering what is within the 18 sets of orders, and coordinating them all at once, per 3 impulses of a turn. Everything that can be done to make that part simpler, yet keep control on stuff, needs be done.
I dont like it sometimes, but everyone is entitled to their views and opinions, and the majority usually rules over the changes made here. Once a rule is in place, I myself am a very big stickler for sticking to the written rule(much to the detriment of many eheh), even if I dont like it.
