1) The Romulans stay cloaked until the Mirak announce they are attacking the base. Before actual sit down battle.
2) Once that is done here is how it works. Once we all sit down to play the fact the Romulans are there is pretty apparent as cloaked ships can still be seen. Rather than have everyone show up for a 5 second battle in which the Mirak go Oh nuts we are leaving,.. we do this in advance so that if Todd wishes to abort the attack he can without wasting everyones time. Should he abort the attack and Romulans wish to come out from the base then we have a normal battle, but not knowing this and wanting to give the Romulans time to think about it, we announce all of this pre battle. Even though realistically it happens in the first 5 seconds of combat.
So if Todd declines battle he does so at range 90-100 from the base at the start of the sector assault game, he turns and by the rules exits off the map edge (the only time you can do that, read the rules) All of this is handled automatically cause it is a waste of time to set up a battle to have todd run to an edge. Todd then ends up at range 10,000 from the base in a blockade position.
Now if the Romulans decide to engage they move away from the base to engage Todd. He could try to run, needing to use a disengagement roll, or fight.
Then we would have an open space battle to break the blockade.
Again the reason for this is, that all this stuff can be decided while everyone gathers for a nonexistant game or we can do it pre battle. We have had in the past folks show up (driving 45 minutes) for a battle which is cancelled by a unknown romulan presence. Sorta the same now only we sit down at the PC notify the lady we are gaming tonight, put off other stuff and then find the game is cancelled.
Hence why Todd can leave to a blockade position before we all sit down to do a nonexstant battle. If barry attacks we still have battle, just no base.
Todd also recieves a zero range look at the base as he stays in the hex with a blockade.
