Nah, you just scraped some dirt off the surface, so they can crawl out easier. Klingon (Centauri Beta Prime was mostly PR) will be better protected by the Centauri than the Black Fleet could hope to be able to do. So while it's disappointing that the Klingon didn't come to an accommodation with the Narn-Centauri Alliance, they are actually better off in this respect.
Isn't it ironic?

By the way - the Narn would like to say that whomever it is that controls Delphi is a bunch of savages. You can't open a bulkhead door without tripping over a bottle of D'Fly's meds, and there are at least 2 online sources for them, and that poor Oracle is still un-sedated?

Surrender? When you've finally started killing yourselves off for us? I don't know if it's too much bloodwine, or too little, but you must be daft. After all that's gone on between the Narn and Centauri, we made them promise to never turn another planet to slag again, or to leave the planet intact while eliminating the inhabitants. They were a bit miffed, but they agreed. There recently was a lot of "But, the Klingons!" and "Surely this outrage demands a wildly disproportionate response!?!", mind you, but they've become much more patient than they were.
We're grateful, though. All we've had to do is post our most incompetent or otherwise undesirable personnel there (in some cases we had to arrange for them to "win" a contest for a golfing junket) and wait for the Resistance to "take care" of them for us. It's worked out fantastically well! We get rid of the dead weight, offer their politically connected families a handful of posthumous medals, get some great stories for local news coverage to whip up nationalist sentiments and wait for you to get so frustrated that you'll terraform the place for us, while exterminating yourselves. Simply smashing!

Truthfully though, the latest events have caused some debate. The fleet could defend Klingon, and have a decent shot at winning. Or they could go after the Black Fleet and destroy it. Once the Shadows emerge they'll destroy whatever the Resistance hasn't already 'sploded, and that will be it for the Klingons. It may be a violation of the spirit of the agreement to not commit genocide, but it's definitely a loophole big enough to fly a BB through. What's that? We have to find the Black Fleet before we can destroy it? Uh, yeah, sure. It is, after all, completely impossible to put a skip trace on a VIN, and find out the location of the facility that the insurance company paid for repairing the fender, headlight assembly and paint job on a DN. And of course, the Romulans are the only players in the game with cloaked ships hanging around, scoping out nebulae and such. ;D

Centauri Beta will defeat the Shadowws and any klingons, cloaked or uncloaked. Any nation that has the shadows destroy the homeworld are welcome to take sancuary on Centauri Beta.
