That is the UAW (Universe at War) Mod that I have talked about in the past. It really has potential but it is also fatally flawed. Carefully examine the ship readouts images on the left and you will see Fed ships etc with 500+ plus power. It is supposed to be the TNG version of what we play with DS9, Domion, Cardasian, Borg, etc and much more. So it is really cool in that respect, also new voice overs, graphics weapons etc. Yet once you step off of Early Era you run into huge power curves that in my opinion break the game. When all ships can do 31 there becomes little in the way managing power. It becomes an issue of who can put 250 reinforcement on a shield to absorb the 200 point weapon strike incoming. I personally think it still has a lot of potential to use the shiplist export/import function and use the resources there for another game. If someday I run another game that is where I would go for storyline items, fun ships etc. This mod has Unimatrix one - 2000 BPV points !!, Voyager, Armored Voyager, DS9, Galaxy Enterprise, Andromoden, Tholian, Seltorian, Federation Time Ship, Earth, Q'nos, B12, those new wierd Rom model ships (what the hell was the name?), creatures galore,... the list is way to large to mention. If you want to see new stuff this is it. Once again it has issues though,... With this crew of shiplist skilled folks I would imagine we could literally create a Mini UAW. That has been a dream of mine. One other bonus is when installed there are a bunch of batch files on desktop so you click say, UAW full shields, or UAW low shields, or UAW no shields. Each changes the entire game. It is a 650 meg compressed download that expands into like a 2 gig install ! I have it on disk and that is sometimes the best way to move it around. Ah, but this is an auto installer much like blades.
To be honest George the B5 game was too tech for you, but you got through it with the help of dedicated others, Dfly, etc.
I do not recommend you install it though as unless you know the in and outs of redirecting the installer to another folder you will corrupt your B5 install.

On thing that I found particularly awesome is the Borg voices, taunts and weapon sounds. The cutting beam is changed PPD, but the sound is identical to the Borg cutter sounds.
Pickard voices, Riker, new Klingon stuff all new voice overs for all races, photon sounds all improved, etc etc.
If only the designer (Chris Jones) did not go bannanas on the power curves it would have been really cool.
The models and many ship stats are super. That is where I pulled the species 8472, Borg, and Alien listening post, for the Shattered Mirror Campaign.
They even have assimilated ships like the Galaxy and Voyager. Borg have unlimited Repair boxs,.. etc. some really neat stuff.

You cannot make new ones he told me they are hard coded in, he changed names, graphics etc. So the double warhead Photons are Quantum Torpedoes. The cutter beam is a ppd

No you would need the source code and that looks like it will never be released.
Better than us have tried to add them and also to get the code. No luck, no way.
