turn 4

That used to be a standard point of reference that I used for players in the past. Sometimes,.. and it is understandable especially with a large player base that delays for various reasons among the players will occur.
By announcing "The Turn is Locked" negotiation and other things can begin to occur. Even if the turn is not moved along/resolved,.. it signals to players that no one can change orders. Hence for players,.. the next step occurs.
I would suggest that this Lock announcement system be used again. It does not mean the turn has to be resolved or anything,.. It just means all orders are "in" and no one can request changes, resubmit orders, etc. In the past players were allowed to change orders until the Lock point was announced. Right now many are unsure if new orders could be submitted if another player is late. As long as one player is late and the Ref allows for a delay,.. all players should be allowed to change orders.
Locking in turns was a highly lauded success in the past as if someone was late all could change orders until all had turned them in, that should not vanish into the darkness of history, even if it is not spelled out in the rules.
By stating publicly the Lock rule, all players could understand if orders are delayed for often valid reasons or if the turn is set/locked.
The standard was that until the Turn is Locked (by the Ref) all players can resubmit a change of orders. Once the ref locks the turn, your stuck. This allows the ref to delay a turn for a player, but not hurt players who turned in orders on time. What occurred in the past was players delayed to gain an advantage over players who turned orders in on time. This perpetuated all players to turn them in late, etc. The lock rule solved this and put it in the ref's hands.
Shalifi,.. you thoughts?
It is a simple rule that orders can be changed until the ref posts a lock on the turn. That way the ref can delay the turn for whatever reason with no announcement. Only with a lock is the turn closed.
Right now we have no clue, with a default rule it helps us.

Simple enough request... especially since with this many players things can get delayed randomly ... (ie power problems in this case) I'll start doing that.... just realize that i'll use the most current plot mistakes and all (so double check before sending them in !)

A little details is always helpful,.. ie if it is a DN fleet vs an enemy frigate well not many need show up. On the other hand a massive battle will gaurentee many show to support the game/effart. LOL
I have family over so cannot make it. Good luck though to both sides!
