Well one big penalty is that the captured ship will have to return to a base, that takes time, then has to spend a turn at the base. If I have my way we will erase the rule that says any number of projects can be underway at a base, so that also would occupy the base for the turn. Then the amount of money is up to the ref.
I suspect novice players will be the victims of capture much more than ace pilots or Dyna for many reasons. I do like the rule as it is going. The amount to pay,.. up to the ref. I do not think it should be outrageous and 10-33% seems fair plus time running around getting to the base, sitting there, and returning to the front.
Shalafi, in our games there can only be two teams at any time, due to forced sector assault. So only one capture per battle will ever be possible and that will immediatly end the game.

no no scott... Player... not team.... if it's a 3v3 and each person is flying one ship captureing can run rampant... as each Person has only one ship
give you an example...
When me and Mav were flying the shadows against the Centari base.. we actually captured the base about 5 min into the match... results didn't dump... and the game didn't go boom... but it worked cause the Base was the only thing you were flying.

I'd have to test it more throughly but I'm pretty sure that was how it was working (it's been a while since the testing)
